AI use and data ownership
The question behind most of the others: where does our material go, and what is done with it? This page answers it in the order a council asks.

Training
- Your content never trains a model
- Nothing your staff type, upload, or generate is used to train an AI model — not by us, and not by our AI provider under the terms we hold with them.
- Not shared between customers
- Your material is never used to improve, tune, or seed another city's results.
What leaves your tenant
- The request, and nothing else
- When a helper runs, the helper's instructions and the details your staff supplied are sent to the AI provider to produce the draft. Your library, your other drafts, and your uploaded documents are not sent with it.
- Knowledge Hub material
- If your city licenses the Knowledge Hub, the passages relevant to a request are included with it — that is what makes the draft sound like your city. Which documents are loaded is your administrator's decision.
- Retention at the provider
- The AI provider does not retain request content beyond what is needed to return the response and meet its own abuse-monitoring obligations. The exact window is in the security documentation.
Ownership
- You own the output
- Drafts your staff produce belong to your city. We claim no license to them beyond operating the service for you.
- You own your documents
- Anything you upload stays yours, and can be exported or deleted at any time by an administrator.
- If the contract ends
- You export your library and draft history before the term ends. After that, content is deleted on the schedule in your contract.
Human judgment
- Drafts, never the author of record
- The product writes a draft; a member of staff reviews, corrects, and approves it. Every screen where a draft appears says so.
- It can be wrong
- An AI model can state something confidently and incorrectly. Staff are asked to verify names, dates, figures, and citations — the same review a draft from a colleague would get.
- Disclosure
- Several states now have guidance on disclosing AI assistance in government communications. We can supply documentation of how the tool is used to support your attorney's review; we do not advise on the obligation itself.
Your city's data is encrypted, isolated, and never used to train AI
Everything you upload or generate is encrypted in transit with TLS 1.2 or higher and encrypted at rest with AES-256. Each city's content is isolated to its own tenant, so no other organization can read it. Your documents and drafts are never used as training data by us or by our AI providers, and retention periods are set by your administrator.
